SIP-3 - Reduce DSL mint rate by xx%.

tl;dr - reduce DSL rewards by xx% - the remaing 50% would be burnt

The proposal is to reduce the daily DSL mint rate by 50%. Due to the mechanism of DSL creation (it's minted by it's owner - the APOyield farm) - the DSL mint rate can only be changed by artificial increase of of the value locked in the farms. To do that we would create a dummy token and stake it in a farm with xx% allocation of all minted rewards. All rewards obtained this way would be burned.
