Summary: Whitelist Jarvis DAO to lock APW tokens

Rationale: A few days ago, a proposal was voted on Jarvis governance to start accumulating veAPW voting power. As described in the proposal, Jarvis DAO will buy & lock APW tokens, however, since the DAO Multisig is a contract, it needs to be whitelisted by the Smart wallet checker.

Jarvis will use the voting power to vote on the different IBTs including jFiats, and the DAO is currently considering different strategies to increase the voting power by supplying liquidity and accumulating more rewards.

The goal of this proposal is to whitelist Jarvis DAO allowing to lock APW in the veAPW contract. The multisig contract that needs to be whitelisted is: eth:0x2CA74be68f0A0e053F030D143C1376806BaBEdc9
