Summary: Whitelist Paladin DAO to lock APW tokens and vote on the palStkaave gauges.

Rationale: A few days ago, a proposal was voted on Paladin and APWine DAOs to extend the partnership with a token swap PAL x APW.

As described in the proposal, Paladin DAO will swap & lock APW tokens, however, since the DAO Multisig is a contract, it needs to be whitelisted by the Smart wallet checker.

Paladin will use the voting power to vote on the palStkAAVE PT/Underlying and PT/FYT for now, but this could change once other palTokens are added such as palHpal for example.

The goal of this proposal is to whitelist the Paladin DAO allowing to lock APW in the veAPW contract. The multisig contract that needs to be whitelisted is eth:0xb95A4779CceDc53010EF0df8Bf8Ed6aEB0E8c2B2
