AIP 4: OP Retroactive Funding

Arcadia Finance has recently become eligible for the Optimism retroactive builder grant, see link for the stats.

The initial plan was to distribute the OP Tokens directly to AAA stakers. However, since there is currently no way to bridge OP Tokens to Base, this is not possible.

Therefore, we currently propose three alternatives:

1. Swap to AAA and burn
2. Swap to AAA and distribute via staking contract
3. Swap to USDS and distribute via staking contract

This proposal will remain valid until there is a way to bridge OP tokens to Base.
