Add Argocoin to Tip.cc

This proposal is to vote whether we should add Argocoin (AGC) to the Tip.cc system. If passed, we will be able to do $tip using AGC. Note, the cost to add our token to tip.cc is around $500-$1000 which will come out of corporate banking account (not from DAO treasury).
