Create a faucet for AGC

I propose we create a faucet for AGC within the Discord where active users with a minimum level of 5 of the Discord can claim 0.5 AGC once a day each. This will help keep the community flowing and users returning each day and getting involved as well as offering an attractive incentive for new comers to get involved and be active.
