Withdraw funds for marketing

I propose we withdraw AGC from the DAO treasury 0x68fa609716a1901b51e22c88baf660ca1d8dec0b and deposit it into argocoin.eth wallet. This will be used for marketing. Total withdraw of 500,000 of the 167M in our treasury to be used for marketing. If passed, we will only convert AGC needed and will do so in small increments to prevent price movement.
