Add local community channels on Discord & Telegram

Objective: Strengthen the feeling of community by (re)creating the local language channels on Discord. In the past there were several local channels on Discord, for instance #indonesia and #india where locals could conversate in their own language. All though alot of people speak basic English, sometimes it's easier to converse in your own local language. Therefor I would like to propose to add back these channels for local communities. I strongly feel this would increase the community overall and would help spread the word internationally about Devolved AI
