New v3 Farming: Pools and Multiplier

Following the recent voting results, we are initiating new Farming in v3. We'll start with the existing Substrate EVM and plan to extend it to zkEVM in line with its release. To focus Farming in v3 on active pools, we will utilize Position Manager protocols.

First, for Substrate EVM, we need to decide which pools to support through the Position Manager and how much reward to allocate. This vote will not be a single-choice but will allow participants to specify quantities for multiple options.

• Pools with votes will be considered for support.
• The amount of ARSW voted will determine the ratio of rewards for the overall farming allocation of ARSW.
