Proposal Forfeiture Policy for unclaimed DApp-Staker Rewards (restricted cash)

Purpose:

To propose a policy for the forfeiture of unclaimed rewards from DApp-Stakers within a specified time frame, allowing the reallocation of these funds to maximize the benefit for the holders.

Background:

Currently, a portion of the rewards distributed to DApp-Stakers remains unclaimed. This situation results in a significant amount of cash becoming restricted. As a VC DAO, it is crucial to ensure that all assets are utilized efficiently to benefit the community and its stakeholders. The proposed policy aims to address this issue by setting a time limit for claiming these rewards.

Proposal:

We propose that any unclaimed rewards from DApp-Stakers be forfeited if not claimed within four months (one voting period). These funds will then be reallocated to further benefit the community through various initiatives and investments. Details:

• Remove Astar Pass Condition: Eliminate the need for an Astar Pass to claim dApp staker rewards due to its obsolescence and associated issues.

• New Claiming Process via Airlyft Claim Pool: Whitelist Substrate and EVM Addresses: Whitelist the substrate and EVM addresses of eligible dApp stakers and set their allocation through the Airlyft claim pool. Publish List of Unclaimed Rewards: Release the list of wallets and their respective unclaimed rewards one month before the claim pool opens. This will notify stakers of their unclaimed amounts and prompt them to take action.

Claim Period and Forfeiture Clause:

• Claim Period: Allow a 4-month period for stakers to claim their rewards through the Airlyft claim pool.

• Forfeiture Clause: Any rewards not claimed within the 4-month period will be forfeited and reallocated to the DAO for other uses.

• Recurrent Mechanism: Implement this mechanism for every new cycle of unclaimed rewards. For each cycle, stop sending rewards directly and require dApp stakers to claim them through Airlyft.

Benefits:

• Improved Accessibility: By eliminating the Astar Pass condition and utilizing substrate addresses, the new claiming process will be more accessible to all dApp stakers.

• Efficient Utilization of Funds: Unclaimed rewards will be forfeited and reallocated, ensuring that funds are effectively utilized to benefit the DAO and its holders.

• Streamlined Process: The Airlyft claim pool provides a simple and fast method for claiming rewards, reducing administrative overhead and ensuring a smoother experience for stakers. Using the Airlyft claim pool will also add more traffic on Astar Degen Airlyft accounts, improving at the same time staking campaign awareness and participation.

Conclusion:

Implementing the proposed forfeiture policy and new claiming process will improve the accessibility and efficiency of claiming dApp staker rewards. This will ensure that unclaimed funds are put to productive use, enhancing the overall financial health of the DAO. We recommend that the council approve this proposal to optimize the management of dApp staker rewards.
