Executive Summary:

As ATX DAO continues to grow, we need to formalize the operational roles that keep our community running. This omnibus proposal seeks to establish clear organizational functions with fair compensation, while returning the Giving Circle to its original purpose.

Background:

The Stewards have conducted evaluations of our current operational structure and made the following determinations:

Several critical functions are being performed by community members without formal recognition or consistent compensation The Giving Circle - originally intended for one-off tasks - has become a de facto payroll system for ongoing roles Formalizing these roles will provide clarity, accountability, and fair compensation for the work that keeps ATX DAO running

Proposal

  1. Establish Organizational Functions Starting on March 1st, we propose creating three compensated roles to support ongoing DAO operations:

Weekly Meetings Leader

Runs weekly DAO meetings Provides written notes and updates via Discord/TG within 24 hours after meeting is concluded Compensation: $100/month

Social Event Planner

Plans and executes monthly social events No specific person is delegated, is open to volunteers Event planners are first come, first serve Compensation: $150 per event (max 2 events/month, $300/month total)

Social Media Manager

Responsibilities, KPIs, and posting cadence as outlined in ATX DAO Social Media & Community Growth Proposal (https://docs.google.com/document/d/1Ya-5kDebdGHlcRTD_8E0VzIOvcMcXDGUouocP4u63N0/edit?tab=t.0) Compensation: $600/month

  1. Optimize the Giving Circle The Giving Circle has drifted from its original intent. It was designed to provide incentives for one-off jobs and tasks - not to fund ongoing operational roles.

This proposal formalizes the above roles as permanent positions funded through the DAO treasury, allowing the Giving Circle to return to its intended purpose: rewarding community members for discrete, one-time contributions.

Allocation Changes

The monthly Giving Circle allocation will be adjusted to $250 per month, or $500 every two months (aligned with our operations meeting cadence).

New Category: DAO Treasury

We are introducing a new voting category called "DAO Treasury." This allows voting members to allocate a portion of their Giving Circle votes back to the DAO Treasury rather than to individual contributors.

For example: If there is only one Giving Circle contribution in a given period, a member could choose to allocate half of their votes to that contributor and the other half to the Treasury. The contributor would receive their portion, and the remaining funds would stay in the DAO Treasury rather than being fully distributed.

This provides flexibility for periods with fewer contributions and ensures funds are not distributed simply because they are available.

Financial Impact

Total Monthly Cost: $1,000 Weekly Meetings Leader: $100 Social Event Planner: $300 Social Media Manager: $600 Annual Cost: $12,000

Funding Source: Stand With Crypto Operations Funding/DAO Treasury

There is no net new cost to the DAO - these roles are currently being funded through the Giving Circle. This proposal simply moves them to a more appropriate and transparent funding structure.

Timeline Upon successful vote, these changes will be implemented immediately. Tom’s proposal to become the first SMM is scheduled to be reviewed every 3 months. This Omnibus approves the first 3 months, and will be subject to review before renewing. Any retroactive payments that are due will also be paid out.
