(Even More) Freeform Community Events

This proposal is an amendment to the original "Freeform Community Events" prop.

This amendment would strike the following line from the specifications for community events, allowing members to host events at a bar or restaurant for ease of hosting. This also opens up funds to be used as a tab for this style of event.

"The event must be held in a public space or private residence. These community events are not intended to be held at a business establishment."
