[BIP-741] Grant V3 Permissions to Maxis and Emergency DAO Multisigs

As per BIP-734, Balancer V3 contracts have successfully been deployed to Ethereum and Gnosis! In order to both (1) call emergency functions (2) manage pool settings, it is proposed that the following existing multisigs are granted the following roles by the authorizer:
