Launch USDC / AM3D Metapool

Proposal In order to act on the new USDC native token announced today, we propose to create a metapool between USDC and AM3D.

Reasoning: Why USDC? - Circle recently announced a partnership with Avalanche and has launched a native version of their USCD token. See https://twitter.com/avalancheavax/status/1470726766973050884 for details. We want to take advantage of this news and be a first mover. If we can attract liquidity, then we can become the default provider for USDC swaps on avalanche. There is already >$7M of USDC native tokens on the network. Why a metapool? - Recently the security vulnerability with metapools was patched and we can now use them in our product! This can serve as a first implementation with many more to come! Why AM43? - AM3D is our pool with the largest amount of USDC.e liquidity. By using this as the base for a metapool, we can ensure that we are not supply limited in USDC.e.
