BIP 107 - Allow @thenewb to Participate in Restitution Round 2

tldr; This BIP, if passed, will allow @thenewb to participate in round 2 of restitution with an airdrop of 9,278.560363 BADGER tokens at the conclusion of the restitution program

Details: The original Forum proposal was to allow @thenewb to deposit his remBadger tokens into the restitution pool. It’s complicated, but this approach is problematic. Instead, he will be handled like @SteveBrew (BIP 103 amendment) and BADGER tokens will be airdropped to him with streaming for the remaining participants stopped early to account for these airdropped distributions.
