BIP 6: Badger Grants Month 1

Proposed by: Spadaboom

TLDR; Proposal to initiate grant process for rewarding contributors to BadgerDAO.

Small change as we've added Poopster for Badger Support, added j.audefi for Grant Curator, and shifted Niklas to Internal Ops/PM as we've further finetuned needs and focused on skillsets. This results in a net change of 500 $BADGER from the original BIP 6 post.
