[BIP-152] Update Core Pool List

Motivation

For those who are unfamiliar with the term 'Core Pool', please reference BIP-19.

Because of the issue announced last week it is prudent to revisit the BIP-19 flywheel since many pools are no longer generating protocol fees and there is no certain timeline on a migration to remedy this. The effect on our L2's in particular will be very high in terms of protocol revenue generated and thus, bribes made for pools on L2's from those fees.

I propose the global list of core pools be updated to the following pools with immediate effect. Any pool not listed below will no longer be considered a core pool until a migration has been completed.

Ethereum wstETH/weth rETH/weth

Polygon tricrypto (weth/wbtc/usdc) weth/usdc/matic/bal

Arbitrum tricrypto (weth/wbtc/usdc)

Optimism none (always has been)

Specification

Nothing will change in terms of BIP-19 operations as per usual. The list of pools will simply be dramatically reduced to only the above. All pools which previously were core pools but are not listed above are no longer earning protocol fees due to the announced issue.
