[BIP-785] Enable Boosted GHO pools on Balancer v3 on Base and Arbitrum

Summary

As part of the transition of GHO liquidity from Balancer v2 to v3 on Arbitrum, @TokenLogic proposes enabling the new Boosted 3pool gauge. Additionaly, with the recent launch of GHO on Base and the deployment of Balancer v3 on the same network, we want to implement a Boosted GHO/USDC pool to make this pool the home of GHO on Base.

These pools are to be considered “core pool” under BIP-19, meaning the protocol fees earned by these pool would be used to bribe for votes on it.

Motivation

Following the success of the Boosted 3pool on Ethereum mainnet, we are now looking to replicate this approach on Layer 2 networks. Arbitrum and Base present the most suitable environments for this expansion, and we aim to introduce similar pools and gauge mechanisms to enhance liquidity efficiency and yield opportunities on these chains.

All the assets presented in the proposal will be deployed on Aave v3 instances:

Arbitrum

  • GHO
  • USDC
  • USDT0

Base

  • GHO
  • USDC

The following Balancer v3 pools and gauges are to be created:

USDT on Arbitrum has been updated to USDT0, adopting the LayerZero OFT standard. This update ensures that USDT0 remains fully backed on a 1:1 basis with USDT on Ethereum. Users can redeem USDT0 by unlocking the corresponding USDT on Ethereum directly from Arbitrum, maintaining seamless interoperability and asset security.

The Balancer Maxi LM Multisig 0xc38c5f97B34E175FFd35407fc91a937300E33860 will interact with the GaugeAdderv4 at 0x5DbAd78818D4c8958EfF2d5b95b28385A22113Cd and call the addGauge function with the following arguments based on the table above:
