[BIP-789] Grant Maxis Parameter Control on the MEV Tax Hook

Summary & Motivation

The upcoming MEV Tax hook has a couple configurable parameters that must be modified in order to optimize MEV capture. This proposal gives permissions to the Balancer Maxis to control such parameters.

The following functions and their respective action id's can be found in the Balancer deployments repo here.

Technical Specification:

The DAO Multisig on Base will call the Authorizer's grantRoles function with the respective action id's for the following functions to the LM multisig at 0x65226673F3D202E0f897C862590d7e1A992B2048:

addMevTaxExemptSenders removeMevTaxExemptSenders disableMevTax enableMevTax setDefaultMevTaxMultiplier setDefaultMevTaxThreshold setMaxMevSwapFeePercentage setPoolMevTaxMultiplier setPoolMevTaxThreshold
