[BIP-769] Enable xRPL/RPL Gauge on Ethereum

Summary

This proposal seeks to enable the gauge for the xRPL/RPL pool on Balancer. By adding the gauge, the xRPL/RPL pool will be eligible for BAL emissions, incentivizing liquidity provision and supporting Rocket Pool governance token (RPL) trading.
