[BIP-109] Whitelist Aragon Gnosis Safe for Balancer's VotingEscrow

Abstract This proposals aims to receive community support for whitelisting Aragon's multisig wallet address on Ethereum, to lock Aragon's "B-80BAL-20WETH LP" position into veBAL.

Motivation Aragon is a governance & DAO infrastructure provider that already enabled over 1300 web3 projects with its tooling. As Aragon will start its own transition to a DAO at the end of this year, the project is looking to actively utilize its treasure by becoming involved in the meta-governance of relevant web3 projects such as Balancer.

Risk No significant risks have been identified with this proposal.
