Given @Tritium left the Maxis at the end of 2024, and he is not able to remain a signer, this proposal would like to swap his address for that of for @fsxforte from Gyroscope (X). He is currently at the top of the list for next signers.
As per this proposal, DAO signers are entitled to a stipend of 500 $BAL every six months. Last payment was done for 2024-H1 (BIP-681), so 2024-H2 is due. Similar to last round the DAO multisig will thus transfer 500 BAL to the following addresses:

It is therefore proposed to add xeonus.eth (Balancer Maxis) as a proposer. This will create some redundancy and backup in case transactions cannot be posted through the usual channels.
