Week 5 Liquidity Mining Proposal

This marks the fifth week of liquidity mining on Balancer v2. The Ballers propose the following changes which will go into effect 00:00 UTC Monday, June 21st, 2021.

Allocate an additional Tier 2 slot for 5000 BAL to BAL/WETH 80/20 https://app.balancer.fi/#/pool/0x5c6ee304399dbdb9c8ef030ab642b10820db8f56000200000000000000000014 This pool now gets 25,000 BAL per week total.

Upgrade from 2500 BAL to Tier 2 for 5000 BAL for USDC/WETH 50/50 https://app.balancer.fi/#/pool/0x96646936b91d6b9d7d0c47c496afbf3d6ec7b6f8000200000000000000000019

Allocate two Tier 2 slots for 5000 BAL each slot and one Tier 3 slot for 2500 BAL, for a total of 12,500 BAL to AAVE/WETH v1 pool. https://pools.balancer.exchange/#/pool/0xc697051d1c6296c24ae3bcef39aca743861d9a81 *Note you must be staked in the Aave Safety Module to get BAL rewards.

Allocate one Tier 4 slot for 1000 BAL to each of the following two pools:
