Checking Abstain Feature

The Snapshot team has recently added an "Abstain" option to "Basic voting" proposals.

This is a dummy proposal to check that the feature works as intended as per the guidelines provided in https://gov.bancor.network/t/snapshot-feedback/2897.

There is no action resulting from this proposal, regardless of voting choice.
