Vote FOR to allocate 100% of all fees earned by Carbon to be used towards repairing Bancors deficit by buying and burning BNT

There may or may not be additional methods in which Carbons fees can be used towards repairing the deficit. I am suggesting that we continue these discussions in gov, and if any new methods are discovered, that we hold a vote to implement them at a later date.
