[BIP-4] Hire Fresh Pizza as Lead Solidity Developer

Community member Fresh Pizza has been key to the Bao community in helping to identify and iron out bugs, developing and deploying Polly Finance, in helping to build out our hard synths and in helping to manage asset risk.

This vote is to hire Fresh Pizza full-time as a lead solidity developer. He'll be hired at a starting salary of $100k USD + any applicable regional taxes owed.

As a member of the Smart Contract galaxy, he will also be an authorized member of the multisig.

Having Fresh Pizza onboard fulltime will help to accelerate the Bao protocols ability to reach key milestones in hard synths and decentralized governance.
