[BIP-17] Promote Jester to a Guardian role
This proposal is to promote Jester to a Guardian role within the Galaxies.
Jester has been a member of this community since the beginning. Over the last few months, he began to help others and got onboarded as a community contributor after assisting in the creation of BIP-7.
He moderated and helped everyone in the discord server, but also helped in many other ways such as listing BAO Finance in many dApps, overseeing the public task board, managing many Twitter posts, and creating a lot of content for the community.
Jester is a true gentleman and his passion for BAO can be easily seen.
With this proposal, Jester would be granted a monthly fixed salary in the value of 4000 USD
