[BIP-12] Establish Governance Galaxy

Due to the increasing complexity of the Bao's governance process, the Bao DAO was tasked with forming a formal Governance Galaxy as part of BIP-6: The annual agenda. They will be responsible for managing the governance process, supporting its documentation and engaging the community and other stakeholders in each proposal.

If adopted this proposal seeks to:

• Create a new Governance galaxy
• Approve starting members: Guardians: Chickn, Baowolf and Fabiaz. Contributors: Jester, n0xmare, 0xc0le
• Agree the responsibilities covered by the governance galaxy
• Approve a monthly budget of $2000
