[BIP-8] Approve 2022 Goals

A summary of the proposed goals:

• Deploy markets on main net.
• Deploy Bao Baskets on main net with the oven from PieDao.
• Bao Baskets as collateral for baoUSD .
• Token migration.
• veBAO and staking
• Develop new strategies and integration for Bao Baskets .
• Integrate more collateral types for Hard Synths
• Develop a new hard synth on main net .
• Governance Bravo implementation .
• Deploy Hard Synths on Polygon.
• Phase 1 of making Soft Synths permissionless
• A new laboratory for developing and testing hard synths linked to any data .

As well as the goals above we will be be looking for partnerships and other ways to boost the adoption and exposure of our synthetic tokens on a continuous basis.
