[BIP-44] Revamp Gauges

Summary

Kill all gauges except BAO/baoUSD-LUSD and BAO/baoETH-ETH

Background

As agreed in the annual agenda, we will sunset baskets & alter tokenomics to burn all inflation, instead using revenue to buy BAO to deposit into gauges. Before these changes are implemented, it makes sense to streamline the number of gauges available.

As baskets are sunsetting, we should no longer emit BAO tokens as incentives for providing liquidity for basket related liquidity pools.

baoUSD and baoETH base pools are also incentivised via Balancer, Aura and Stakedao with equal or greater than 1:1 efficiency, meaning $1 of bribes returns at least $1 of emissions and usually significantly more.

Proposed Solution

Kill the following gauges: baousd/3crv bSTBL/DAI BAO/ETH Univ2 baoETH-ETH/bETH baoUSD/LUSD baoETH/ETH

Risks

Liquidity in the baoUSD/LUSD and baoETH/ETH pools will become reliant on Balancer, Aura and Stakedao emissions.
