Approve Multisig and Direct Voting Transition

This proposal is to migrate all remaining features of the DAO to a multisig setup.

Right now, most of the contract is behind a timelock but needs to transition to a multisig + timelock setup.

The mulitisig will consist of members of the different community galaxies including:

-Baoman -Chickn -Baowolf -Vital -Madotsuki

Once the multisig transition is complete we will then aim to move to direct governance through a Compound Governator contract which the Bao token was designed from the start to be able to support.

This will mean that the management of all contracts will be under direct control by voting, as well as the Community portion of the treasury.

The aim is to have fully direct governance in place for all contract assets by the end of the year so long as all different community galaxies are confident in its security and readiness.
