Vote: Approve Front-End Galaxy Grant

This grant vote is to approve community member Vital to receive a grant of $70k + locked Bao, distributed over a period of 1 year.

In exchange, Vital will spend a full time focus on front end design and implementation as the starting member of a Front-End Galaxy Team, and a contributor to a Back-End Galaxy Team.

Vital has been a key open source contributor to the project so far both in development, design, support and community efforts.

He also designed the new Panda layouts which can be seen in our blog post.
