Vote: Authorize Experiments (Pond, Robo, NFT Badges)

This broad authorization gives the maintainer team the authorization to begin to rollout, improve and iterate on the experiments related to Robo, Pond and NFTs at their discretion on Panda.

This authorization is in line with our concept of "Panda As A Playground" where we will authorize galaxy teams to rapidly build, deploy and experiment with new higher risk products to see how they behave in the wild before using them in the Bao ecosystem.

Any galaxy team can put forward such an effort but to protect ecosystem safety right now it must be approved by the maintainer galaxy team or by majority community vote before being accepted.

If the subproduct is put forward by the maintainer galaxy team and is related to Robo, Pond or NFT Badges it is pre-authorized.

Otherwise, the maintainer galaxy team must have code review and approval on Github by either:

• 1 external reviewer who has already committed PRs to the Bao ecosystem.
• 1 other galaxy team that has already been approved.
