Adjust Pool Weights (Fixed)

Since there is no chopping block in the first week I believe we should have a manual vote to revise our pool weights, for two key reasons:

1. Some small pools have almost no funds in them and people are using these to earn extra Bao and dump on the community.
2. Some of our largest pools have very little weight and we should better reward them.

This proposal would improve the weights for Bao and other major pools, and remove small pools where we have very view users/TLV.

Increase Bao to 50,000 weight from 32,000 weight. Increase UTK to 1000 weight from 750 weight. Increase Sushi to 5000 weight from 4000 weight Increase DPI to 6000 weight from 4000 weight.
