BIP-3: Accelerated Proposal for the Adoption of Polly Tokenomics

This BIP is aimed at finalizing the initial design of the Polly finance token, its uses and allocations.

The Polly finance token is aimed at being a utility token that allows people to use the Polly platform for making, issuing, and redeeming their nests, as well as providing governance authority over the platform.

This proposal also outlines the initial distribution of the Polly tokens from farm pools.
