Emergency Proposal: Increase Drip Rate

Note: An emergency proposal is not a problem. It is just one of two types of quick proposal "emergency" or "accelerated" that the maintainer galaxy team members can put forward with the goal of fixing things quickly. These votes last one day.

Problem: -We planned to drip 1M PNDA over 5 days from the preprint to let people get Panda tokens before the start of farming. -Many people are over buying leaving the price of Panda overly high, minimizing the amount of holders and causing too many people to speculate on the asset. -We didn't expect this level of demand.

Solution: We should increase the drip rate to a max of 10M before the start of farming. This will still be only a fractional percentage of the amount of tokens that enter into circulation in the first week, but should help prevent price spikes.
