Accelerated Vote: Approve Bamboo Adjustments

While a version of Bamboo staking is already deployed (but not activate) we need to make a new version to deploy and accept into the Panda franchise so that it properly supports Rhino fees as well.

This accelerated proposal is to authorize the maintainer team to make that upgrade.
