BIP-2: Accelerated Proposal for Adoption of nDEFI

This accelerated proposal is for the Bao community to formally adopt Polly Finance into the ecosystem and create the first nDEFI nest as a prototype for the Polly platform.

The Polly Platform is aimed at building tooling to allow anyone to design and manage "nests" of tokens while automating underlying allocation strategies.
