Purpose:

The chopping block removes pools from getting rewards.

For the first chopping block we might want to have a larger number of pools chopped.

Pros:

• Chopping more pools means bigger rewards for remaining pools.

Cons:

• Less pools means less ways to attract new users which hurts the protocol.
