Approve Discretionary Community Grants

There have been several community members who have provided helpful services to the Bao community so far, including:

• Volunteer moderators
• Asset designers
• Advisors
• Asset/sticker designers
• Helping us get listed on Coingecko
• Discord configuration
• Getting the Sushi Partnership

Right now the community fund has 5B Bao, but we would need to vote on each grant, which is cumbersome for small grants, and makes it hard for contributors who may wish to be anonymous in the community. (For example, sharing who helped with listings would likely get that person bombarded with requests)

Given this BaoMan is proposing that we approve up to 1B Bao in discretionary spending over the next 12 months on community efforts.

This means BaoMan could use up to 1B in community funds for grants (that unlock across that year) without additional proposals and votes; at the end of the year or if that balance is spent, BaoMan would need to put forward additional governance proposals to distribute further community Bao.

When a grant is given it would also be unlocked over the course of a year and not all at once lowering any risk of dilution.

Note: Given the nature of this vote BaoMan and Rocky will abstain from votes on this matter, but encourage you to approve the discretionary spending fund so we can encourage active contributors to our community.
