Accelerated Vote: Approve Rhino

This is an accelerated vote for the community to accept the development, deployment and parameters of Rhino staking as outlined in this thread: https://thebaoman.medium.com/panda-and-other-surprises-9c990bc54288

As a test subproduct the maintainer galaxy team will have discretion over changes and parameters as needed during the first month of that systems deployment.

After that time, parameters will then be consider locked and need community votes to change.
