Liquidity Thresholds Snapshot

Hey everyone - this vote is to clarify a few things:

1. We voted in Velodrome for the rewards but we need to set up the pool issuance. We will set it for the current price for BOND/wETH and deposit $20k BOND/wETH.

2. We should swap out Tether for FIAT/sUSD 50/50.

3. We need to snapshot the initial deposits for BarnBridge V2. This is what we came up with via the internal working group for initial deposits:

$300k on Ethereum Main Net <> $1800 initial yield being pushed forward. (month duration) $300k on Optimism <> $1100 initial yield being pushed forward (week duration)
