How should the core team use Signal?

1. Core team states their opinion but doesn't partake in snapshot
2. Core team doesn't state their opinion but partakes in snapshot (what happened and people are upset).
3. Core team abstains completely to the community on these matters.
4. Core team participates in these forums, snapshots (everything).
