Transfer all Based Ownership to the Based Community

Motivation

Moonbase is rekt. Based Loans is built, but the team from BLIP-1 has disbanded yet remains in control of the Deployer Keys, Treasury and Github Admin access. The only way Based moves forward is with a full handoff to the community. This proposal will transfer all Based Operations to the Based Community once and for all.

Our Approach

We’ve created The Skeleton Key. It unlocks Based.

The Skeleton Key is a 4-of-6 Gnosis multisig. It was forged from the ruins of Moonbase, and has been anointed with the name theskeletonkey.eth. The majority of key holders are Pool 0 veterans and all have immeasurable contributions to Based.

Voting

You are voting to transfer control of the following Based assets to The Skeleton Key holders:

• Moonbase Smart Contract Admin Permissions

• Based Loans Smart Contract Admin Permissions

• Any and all Based Treasury Funds (including any remaining funds from the original Degen Patrons)

In addition:

• All Based GitHub Repo admin access will be transferred to amplice acting as interim [fake] CTO

• Twitter Account Access for @BasedProtocol and @BasedLoans will be provided to The Skeleton Key holders

• Based Discord Server Ownership will be transferred to The Skeleton Key holders

This proposal also honors the Grant Request Reversion + Governance Pause Proposal that passed in regards to Treasury Management. No grants or payments for anything Based will be made from the existing Based and $BLO treasuries until we devise a better awareness and consensus mechanism as a community. Note: This does not apply to any funds raised independently by theskeletonkey.eth going forward. Should The Skeleton Key receive external funding, the control of those funds will remain solely at the discretion of The Skeleton Key holders. All future budgets will be clearly delineated, communicated and publicly available.

FOR: Fully activate The Skeleton Key. Proceed with Based Loans planning and organizing for a Grand Re-Opening.

AGAINST: Clear out the offices. Based Loans goes Out of Business. Begin a new chapter.

Methodology

This proposal has already been agreed to in principle by all relevant parties. The intention here is to provide full transparency and establish a cohesive trust model necessary for the Based Community to be able to continue growing and building Based beyond this galaxy and the next.

Next Steps

Many of the below items are already works in progress by members of the community. We will start with 3 month timelines.

• launch a proper coordination station to be able to execute swiftly regroup and come to an agreement with previous dev agency who have expressed interest to continue working on Based Loans

• draft and propose a 3 month operating budget

• research, due diligence and finalize new Based Loans markets

• create and organize marketing program for Based and Based Loans partners

• draft, discuss, propose and finalize liquidity mining incentives

• iterate towards governance formalization (6mo-1yr)

• Design and implement a way to repay original Degen Patrons through Based Loans

• Stay based.
