Grant Request Reversion + Governance Pause

There currently exists no Based Loans governance process and requested grants have

1. not been announced to the based community
2. lacked basic accountability
3. in some cases, have no relation to based loans at all.

This proposal will establish

1. ALL prior treasury disbursements will be cancelled.
2. No new grants will be considered before the establishment of a grants process.
3. No new proposals will be considered before the establishment of a consensus governance process.
