[MISC] - Migrate Remaining BASv1 Holders

97.4% of BASv1 holders have successfully migrated to BASv2.

We understand that some users have been unable/unwilling to migrate for various reasons.

While reopening the migration window is not possible, we ask the community to decide if:

• A snapshot of BASv1 holders should be taken as of 0000 UTC Feb 24. Another opportunity to migrate should be offered, perhaps with a penalty.
• Migration should be ended as planned. BASv1 holders who have missed the deadline forfeit their claims to BASv2

Please note that the Snapshot option will only be addressed after current V2 development priorities are complete, as we cannot currently spare the dev resources and risk a delay to V2.
