Community Fund - $1000 for Explainer Site

Matt Henderson (@dafacto), creator of esd.fyi and pickle.fyi, has offered to create a similar site for Basis Cash. Having a simplified explainer would greatly aid our marketing efforts.
It is proposed that US$ 1000 be spent from the Community Development Fund for this purpose. Payment will be made once the site is operational.
