[BIP-14] - DEV team reorganization and moving to multi-signature

Authors: @Wayne, @Morty Basis V2 is live since 26th April, we have seen the dynamic incentive and BAC vault working. Basis Lending, revised BAS emission and more ecosystem collaboration are on the way. We are on the right direction!

However, we have to be transparent with our current limits and bottlenecks. The DEV team capacity is the most critical topic which had already lead to the following issues.

• Constant delay for development progress, e.g. BIP-11 and BIP-13.
• Minor bugs cannot be fixed for weeks, e.g. wrong UI APR.
• Not sufficient communication between DEVs and community.

As the original and true decentralized algo stablecoin, we are doing something which have never been done before and we are facing the challenge which have never been seen before. Without a capable and fully committed DEV team, we will for sure lose in the future competition.

After listening to the voice of community and aligned with Morty, we propose the following.

1. Basis Cash team reorganization

• Morty will remain as lead DEV, overall responsible for coding and tokennomics.
• DEV team defirick, defibeth and will leave the project, as they cannot ensure the necessary capacity for Basis Cash. We appreciate their effort during the past 5 months.
• DEV team fr-jerry-smith and summersmooth will stay in the project but the wages will be rebalanced according to the contribution.
• Community hire solidity developer, volunteer can contact Morty or Wayne.
• Community hire operation manager, responsible for project management, budget, eco collaboration and interface between DEV and marketing.

2. Multi-signature

• Multisig the protocol key within 1 week, the protocol will be governed by community and team together.
• Multisig Morty, Wayne and Yyctrader, the rest 2 signers will be based on an open vote, please volunteer in discord #multisig channel.

The proposal above is only a go ahead signal, for the detailed hiring and multisig, we will for sure discuss with the community and make BIP if necessary.
