Incentives on on time product delivery

As we know, there are continuous delays to the delivery of basis lending and basis v2, and there is no incentive for the team to deliver the products on time. I propose to give extra bonus to the team if they can meet their major product deadlines. The bonus should be paid from CDF fund. And the amount of bonus should be decided by further community voting.
