Change Bond:BSD limits.

When BSD is under $1.00 allow bonds to be issued until the number of BSD in circulation = the number of BSD in LP, within the existing structures that influence or measure availability & the epoch update system.

Considerations:

• Don't want to overdraft the lp so maybe the limit should equal pooled BSD + #X
• This method will be easy to comprehend with pool data provided on the bonds page -Market Cap will fluctuate and be volatile if LP fluctuates significantly, I think this would enhance the TWAP effect and make the price harder to move against existing trends
